PAVILIONS at beaches serving Mitchell's Plain and Khayelitsha are in disrepair and some toilets there have been permanently shut, while others close early in the afternoon because the city council wants to contain overtime costs.

And bad planning has led to Macassar Pavilion, built at a cost of R5 million and once a popular spot for thousands of Cape Flats beachgoers, becoming run down and falling into a state of disrepair.
